BIS export-control rules

319 Bureau of Industry and Security rules in the Federal Register (Rule 283, Proposed Rule 36), 2018-01-08 to 2026-09-24, as 430 rows, one per rule and tag. 158 rules carry no tag and 88 carry more than one. Tags: entity_list 121, china 88, semiconductor 19, advanced_computing 18, license_policy 12, validated_end_user 9, ai 5. Effective dates: 267 of the 319 documents carry one (97 in effect before the day they were printed, 147 on the day, 23 after) and 52 carry none. 13 are marked as chip or AI rules from a hand list dated 2026-10-09. Read the effective date with care: the Federal Register gives one effective date per document; a rule with several effective dates carries the first only (the October 2022 chip rule carries 7 October 2022, though its chip controls took effect on 21 October 2022); and a notice that only extends a comment period can carry the date of the rule it extends, so it reads as in effect long before it was printed.
